ROOF ADAPTATION — COCHOCHO VARGAS

Following the onset of the pandemic in our country on March 3, 2020, Corporación Costa Sur S.A. was one of the first public works contractors to resume construction work.

The image shows our workers carrying out alterations to the 1,890 m² roof of the Cochocho Vargas gymnasium in the city of Ushuaia, which was converted into an inpatient care centre for COVID-19 patients.

To address the risks of working outdoors during the pandemic, the project team sought international guidance on carrying out public works safely. Safety protocols were therefore developed in agreement with the client, Municipalidad de Ushuaia, to protect the health of our workers and the wider community.

The project was completed ahead of schedule, in less than 1 month, providing a much-needed space for the city.

2.6 million for the effluent treatment system

The executive branch awarded the contract for the equipment, accessories and other materials required to install a liquid effluent treatment and processing system at Ushuaia’s municipal slaughterhouse. The project will receive 2.6 million committed by the national government in August 2014.

After five years of complications, Ushuaia’s municipal slaughterhouse appears to be moving towards a lasting solution to the problems that have disrupted its operation since 2012. Earlier this month, the executive branch awarded Corporación Costa Sur the contract for the equipment, accessories and other materials required to install a system to treat and process effluent from livestock slaughter.

The investment totals 2,645,930 pesos and will be financed with national funds committed in August 2014, which reportedly became available to the province at the end of the previous year.

According to information provided in mid-December 2015 by Julio Mercado, then Local Development Coordinator at the Secretaría de Desarrollo Sustentable y Ambiente de Tierra del Fuego, installing the system to enable compliance with environmental protection standards was expected to take approximately 90 days.

Once the works are complete, they are expected to end the dispute that began in 2012 between Ushuaia’s slaughterhouse operators and former mayor Sciurano’s administration, and to a lesser extent the administration of the then-current mayor, Vuoto.

In June 2012, the municipality announced the slaughterhouse’s closure because it did not meet “the appropriate sanitary conditions to continue operating”,

and said the decision would remain in place until “the slaughterhouse’s environmental conditions were guaranteed”.

Local slaughterhouse operators opposed the measure, criticising “the lack of a programme of works to address the reasons for the closure”, as well as the municipality’s position that the private sector should bear the cost.

In mid-2014, the province and the national Ministerio de Agricultura signed an agreement under which the ministry committed 10.7 million pesos from the Plan Federal del Bicentenario de Ganados y Carnes to develop livestock farming and increase meat production in Tierra del Fuego.

At the time, around 2.8 million of the committed funding was expected to provide Ushuaia’s municipal slaughterhouse with the effluent treatment and processing system whose absence had led to its closure.

In January 2015, still without a treatment system, the slaughterhouse was able to reopen temporarily after arrangements were made for a tanker truck to transport slaughter waste to Río Grande for final disposal.

Although this did not resolve the underlying problem, it allowed operators limited use of the slaughterhouse, which at the time of publication was closed until December 1 for maintenance and refurbishment.
